Default yo yo's

I am making a wall hanging with a large flower in the middle. I want to make the center of the flower out of yo yo's and have lots of yellow yo yo's flowing down into the border. Should I quilt first and then add the yo yo's, or add the yo yo's and quilt around them? Help!

I would quilt first and then add them. Be sure to show us! I love yo-yos

Dumb me, I sewed the yo yo's on the flower using a tiny colored button for the center. Planned to applique the flowers (tiny dresden plates) on to the boarder, then quilt around them. Now I am re thinking that reading this thread. But it would make the dresden plates (about 5" across) unquilted. what to do.....what to do.....
