Absolutely, Earthwalker, the first two two-tone ones I did without the ruffler and then decided to pull it out. You just pleat the fabric as you stitch 1/4" from the raw edge. Pleating was really pretty quick and was better than gathering.

Very nice and using leftover binding to make them is an excellent idea.

I decorated a baseball cap this weekend and put a flower on it after I had covered the top with fabric. This would have made it easier.

Yes, you can! Just leave the leftover binding folded. Then run a long stitch about 1/4 inch from the cut edge. When you've done the whole length, pull the BOBBIN thread to form gathers.
