It looks nice henry, what's the problem? Well, i can actually maybe see a problem, but i dont know, depends on what you're trying to do...i can see that you're trying to alternate two types of 9 patch blocks

Yes, i was trying to decide how to do borders both inner and outer before i get too far along with it. Would black overwhelm it or be the best to keep the colors popping?

Not sure what you are trying to do, but I'm thinking what is throwing you off is the fabric with the lines in it. It just doesn't "look" right.
But, that's just me.

how do you mean about the borders? What i see is you alternating your nine patches in each row, but usually when this is done, the beginning of each row is usually done alternate too, but you have every row the same. Is that the look you are going for? Or more of a criss cross pattern, if you want criss cross, you have a nd b blocks.
Row 1 ababababa
row 2 babababab
row 3 ababababa
but what you are doing is this
abababa
abababa

Is this intentional? if so it looks great either way, i love the colours!

Not sure what look you are hoping for, but that lined fabric is making it look wonky....I'd remove that block and put a different one there.

Just my thoughts....
