I'd try to mimic the VERY soft curves of the design - imagine a "square" around the design that's a soft, flattish wave instead of the straight line. I'd echo it from there, maybe following the first outline stitching, maybe not. I'd actually use disappearing marking pen to determine the first outline.

With the quilting design curve shape determined, instead of machine stitching, perhaps you could embroider through all layers a shape already in the embroidery - a small cluster of three holly leaves, a snowflake, a single pointsettia. Maybe this could be done in a white hollographic floss to barely suggest rather than embedding something that might compete with the central area's stitching and textures.
