It looks like the twister block that wasn't put back together right...

It looks to me a lot like the crazy shortcut quilts which uses the quilt as you go method. There is a book by Marguerita McManus & Sarah Raffuse (Crazy Shortcut Quilts). I have the book that has a lot of the same method but not this exact pattern.

As all the blocks are not the same, I'm thinking it's just a crazy/scrappy pattern. You could draw your own lines through a square - on paper - cut them out, & then make templates for each of the 4 parts of the block - adding 1/4" on all sides for seam allowances.

I also think it looks like a stack and whack type or stacking the deck type thing. You would take four squares of different fabrics Put your ruler at an angle and make a diagonal cut. Leave it all in place and make a hortizonal cut at any angle you chose. Then you keep one corner of patches the same, shift the second corner one down, the third corner two down and the last corner three down. Then take all the pieces now on top, which would be one of each fabric and sew them together for your block. You over size so you can square it up with a square up ruler. They are fun

Try this: take 4 different colors of squares that are easily divisible by 3. (6 x 6 inch, for example) Stack the squares. Use your ruler and mark the edge two inches down on the left, and 4 inches down on the right, and cut the squares in two. Then do exactly the same on the opposite sides: mark two inches down on one side, 4 inches down on the other, lay your ruler mark to mark, and cut. You now have 16 pieces to re-arrange into your layout. Take 4 pieces and re-create a 6 inch square composed of 4 different colors. Stitch. Then make the other 3. Square up your blocks, which makes them slightly smaller, but perfectly square.
