It looks like a Dresden Plate with some blades pieced.

Really do like this. On Nancy's notions you can buy a dresdan ruler and circle template to make dresdans for quilt blocks up to 40 inch length to make a Christmas tree skirt. I am sure you could pick length to make this table topper, and like the tree skirt just back the plate instead of appliqueing it to a quilt square.
