Love your quilt. I have never used flannel, but agree with chairjogger, that flannel might not be strong enough for a binding. It most likely would fray quicker.

Did you decide what type of batting to use yet? Looking at your Avatar I'm wondering if you're in a very warm climate? If so another piece of flannel would probably be heavy enough, but if you're in a "normal" type weather spot, I'd probably put the cotton batting into it for warmth on a cool windy day.

My Mom uses a heavy weight flannel or a cotton sheet. For a stroller quilt, you wouldn't need it to be real heavy.

I think a nice yellow would look good for the binding. In your quilt I see more blue than yellow so I think the yellow would bring out the yellow a little more!! I love your quilt! Its so bright and cheerful. I love blues and yellows together!! I am doing the mystery quilt in blues and yellows and greens!!!

I like to use double fabric on my bindings and flannel might be too thick doubled. Is there anoher fabric in cotton tha tmight go with these pieces? If so, that what I'd do.

I have a 2 year old and she loves the blanket I made her out of flannels. I did not put batting in it. I just put flannel on the back. That way she can carry it with her wherever she goes. I also put some cheniele on it. She rubs her face on the cheniele. You could put a border of cheniele and then do the quick turn method. Don't bind it.
