Not quilt as you go. It was a technique taught at our annual quilt retreat years ago. We started with 11" squares.
Sorry I don't remember all the steps, but I stacked several up and cut them once according to pattern provided.
From my recollection, we did the cuts in a specific order and the lines were numbered on the pattern. Then I sewed a narrow strip of black fabric to sew two different colored pieces back together. Then stacked several up , again, and cut the second pattern line, sewed on the narrow black fabric, then sew two different colored pieces back together. Continued this process for four cuts. Sorry I can't be more specific perhaps someone here has a better explanation or formal instructions. Thanks to everyone here for your kind comments.

Beautiful, it looks like the sunlight is shining thru. Love both sides. I have made that pattern without the black strips. It's something like wonky 9 patch or wonky crazy quilt. I remember cutting two almost vertical (not parallel) and two horizontal (not parallel). The upper left becomes #1, next #2, upper right #3. Then they get rotated one at a time so no two fabrics match.
