I don't think I would use it.

If it was a small scale print, it would be knid of cute as a necktie.

So far I'm not a black background fabric fan. Don't know why. I'd take a couple of sheets of white paper and put them about 2 inches apart and then turn the papers this way and that so you get an idea of what a slice of the material would look like. Bias might be nice.

How about 1 inch strips cut off bias but not straight? 40 degrees maybe. Would you make a quilt with that stripe, white and that blue? Rail Fence?
