I use a childs seatbelt holder to keep it off my neck, but this is much cuter!

I know you said think mug rug with velcro but I think square when I think mug rug, shoulld we make it about 8 inches long and about 6 wide so it goes around the belt. Or, duh, maybe I should just go measure.

I've been asked about the size. I try to start at 7x9". That makes them a good size to have length and width. I've even been known to slip my cell phone at the top of the cover.
