Jeanne S, I found it! Here is a link to where I saw the quilt pattern. She calls it Scrappy Gridlock. I'm not sure how I came up with my measurements, but the blocks I made finished around 4.25". It was an experiment, and a long time ago.

I believe the block is called Railroad Crossing. Here is quilt I made using that pattern

What an interesting design to use up those scraps that build up with nothing to put them into. I think I might have to monkey do too!

Eleanor Burns had this quilt pattern in one of her books. She called it Early Fireworks quilt.
