Wool clothing, which is woven, can be felted by washing and drying it a couple of times. Felt which is not woven, can be made from wool fibers or synthetic fibers. But to answer your questions, yes. You can use it all to make penny rugs.

No. It's super easy. You don't have to worry about turning the edges under, just stitch 'em down.
