A different Weather Vane?

Is there another name for this block? I know it's not what the Weather Vane block usually looks like. I've looked in multiple reference books and online and cannot find it anywhere!

I bet someone made up what they thought was a new quilt block pattern and just decided to name it Weather Vane.
