Is the middle wheel supposed to spin when i try and unscrew it? Is it supposed to stop?

Thanks that helped alot now im just gonna try and screw it and see whats going on in there. I thought it was a problem with the clutch before but i wasnt sure so many if i can gt it off i can see...
