7/8th measurements

Why do designers give measurements such as 3 7/8..can I cut 4" blocks instead..what difference would that make?
When I get a pattern like this,I want to throw it across the room!!

Every machine I ever bought had a little stiff...

Every machine I ever bought had a little stiff brush in the attachment compartment that I have always used when cleaning out the bobbin case...Works wonderful....sometimes less is better.
