It took me a bit to find out just what was...
It took me a bit to find out just what was missing, they obviously had broken their spring and then dismantled the tensioner to get the parts and fix it, but then never did.
The back plate for it...

I was hoping to find a source for available tensioners for these machines, It just seems with all the tension units available there would be one that just bolts right on, only I don't...
