I remove the paper as I am piecing the block. I try and keep the grain lines correct with each piece . Bias edges do not bother me. The seams are not so bulky this way. Works for me.

I think I would be tempted to place the picture...
I think I would be tempted to place the picture blocks in the center then work around with the blue... and then the green I would arrange the color blocks so they act as a frame ......sort of trip...

Both of these fabrics will work...the line up of the fabric looks a little "matchy matchy" for me ..I would play around with the positioning of the fabrics..try moving your print fabric around.
