If you are using polyester batting tied quilts will hold up longer than if you are using cotton batting. I have seen many tied vintage quilts where the cotton batting around the tied area has broken...

I cut my smallest pieces into squares approx 2" x 2" and use them to remove nail polish. They do not break apart like cosmetic balls/pads and they hold the polish remover so well I use a lot less...

Do the metal clips slide down on the metal "arms"? if so, maybe it was, (or could be) used to hold finished blocks or strips/pieces of fabric for a specific project.
