Yes, you can remove some of the paper. The paper will prevent the bias edges from stretching. Once the block is totally enclosed it will be safe to remove the paper.

I didn't notice the mistake until it was quilted. The LA quilter didn't notice either. The whole top row is sewn on backwards.
