The layering of the fabric can be a little tedious. other than that it's just cutting strips and straight accurate sewing.

Notice the side pieces that are added to each block. the same color goes on each block not one of each color on the block. then the blocks are alternated making sure that one accent color is going in...

Yes, It is cut in strips not wedges. The pattern is called Ribbon weave and it's in the Bethany Reynolds 10th Anniversary Stack n Whack ipedia.
