Use cotton, but prewash it so there is no shrinkage. Also, you could use a poly cotton sheet. Finish the quilts and love them!

Of course! It's always the individual quilters choice. I put them on quilts I am giving to family members, with a brief message of love. My guilds require them on donation quilts, so I put them on.

I get why the shelter wants them to dry quickly - less time and $$ spent. Not sure whether quilting the dog beds more would change that. Maybe do test at home?

Do you quilt it, too? If so, quilt it more densely. I use leftover pieces of fleece as batting, as well. My favorite combo is scrap outdoor fabric with fleece or batting in it.

I don't square anything. I cut as accurately as I can, use my 1/4" foot and never square. I tried it earlier in my quilting adventures and wound up with squared blocks that varied too much in size....

Seems you might be making a 'crumb' quilt. They're made by sewing scraps of fabric into blocks. It can be done with or without a foundation.
