If you go back to the first page of this thread, you will see (if I remember correctly) that the color ways were stitched with 1/2 WOF strips, then ironed, and then the width is cut from the strip sets to create the way that the color moves up and down and around in this excellent bargello.
Can you imagine? At one time, bargellos were made exactly as you were thinking, one piece at a time ... by hand?
Although ... I am wondering ... did they do quilt bargellos before the rotary cutter hit the public counter? <wave>
