I count the number of ladies that come into the shop and buy a half yd or 1 yd of fabric and then call me later to see if I still have it. Sometimes I do, but more often than not, I don't.
The 1 to 3 yds rule seems sensiable, if you can afford it, and with most of my fabric being $4.50yd, most can.
