I have done several things like this...although not always for a quilt. I just scanned in the picture and printed it on fabric that you can buy for the printer. I got my "paper/fabric" at Hobby Lobby or Office Depot. It really isn't all that expensive. I heat set it with an iron with a press cloth and used it just like any other cloth.
