It's not the school food service people that is at fault. It's the ones that make the contracts to buy the food. The cheaper the contract the better. The supplier has to make a profit so every corner that can be cut is cut. Clean the waste meat with ammonia and press it into patties is all profit. It's actually free meat to the manufacturer.
