It has the bobbin plate, it was just swiveled out so I could see the bobbin case. It's a good idea because the plate won't be lost that way.
That's great that it can be swiveled out of the way. Wish some of mine could do that. The Singer 15 manuals are available for free on the Internet at several sources and would probably also cover the Universal Rotary. Have some 15 attachments but have not tried them on the 15 clones so cannot tell you much more except both are good looking machines.
