Yes that is what it is. They make beautiful dried flowers if you cut them before they start going to seed. Just tie something to the stems and hang them upside down in a dry place. You can use them on wreath's and all kinds of things once they are good and dry.
Cutting the flowers just makes it bloom more, so it won't hurt the plant.
