Sounds like a safe way to collect money.We've seen this done in a couple cities where traffic is always crazy.

Ours do this, but in the Firestation parking lot, so people can turn in off the street to donate. They stand on the sidewalks and wave their boots and hold signs...but they don't stand in the street or block traffic.
