I checked out TSA.gov site. Small scissors less than 3 in blades are allowed. Someone suggested just having a needle threaded and in your piece to get started. Personally I've packed my things in my carry on and carrying my quilt as my blanket for my trip. I'm hand quilting so it almost looks finished. I basted the extra backing over the filling edge so a not to irritate myself or my husband with the batting. Good luck on your trip.
