Unfinished meaning it's not sewn together as part of the quilt yet. It should measure 3 1/2 once you are finished making it for now, and it should measure 3 once it's sewn together with other blocks since it will lose 1/4 in on each side for seam allowance. So for now, make sure yours measures 3 1/2.
