Why all the fuss over a paper bag which flour goes in? I can find no history of fabric bags for flour .....
If I remember correctly, 25# bags of flour came in fabric bags as well as sugar. It seems recently I've seen 25# sugar in pillow cases - just sewed across the top and down one side.
