When using the term in relationship to sewing it is a tool to either perforate holes for eyelets or sometimes to hold fabric together while sewing. The one that came with early Singer sewing machines can be seen at

I've seen a few crochet hooks that have been filed to be used as a stiletto/awl with some of the machines I've gotten.
