What an interesting old quilt top you found. With curves it would be a bit difficult to piece, yes, and is likely why the original quilter didn't finish it. (It looks like just a top to me; is it?)
But the pattern could be modified to be pieced with straight cuts and still look quite interesting. Try using a 4patch with the below block.

The instructions for snowballing can be used on two opposite corners of a block too, like in the pink and blue picture.
