You Do sound like you have a short of some kind. Most likely a short to ground. (A wire or component that carries power is somehow touching the frame (ground) of the machine.

The "tingle" is 110v gently running through your body...

I know this is an old post but you are so right, I have been trying to get my beautiful 201-2 singer fixed for a long time with the same little buzz problem. I am not an electrician (just a girl) but you would think someone could fix it.
