Brush phosphoric acid on all the rust but keep it off of the paint. You can get it at ACE hardware. Comes under another
name but is about the best rust remover. It is thin like water so will penetrate into all of the rusted shafts and
bearing surfaces. Then soak everything with penetrating oil. You should then be able to start taking things apart.
Once you get the parts off buff them on a wire brush.
