that is a National made machine. National does use a spring to wind the bobbin, however it should not go over the flywheel. The motor should have two groves (and this one does) , one that lines up with the flywheel and has a belt, the outer lines up with the bobbin winder and the spring goes from the motor to the bobbin winder and is only put on when you want to wind bobbins. I think the motor may have slipped back and who ever has it didn't know to re-align it.
