I use wonder under and fuse fabric to both sides, then I cut everything out and sew it down. Once in a while the wonder under doesn't completely fuse, I think that is probably "user error" in that I don't leave my iron on sufficiently long. You can re-fuse or add a couple of drops of fabric glue in that instance. The first time I saw it used was a lilac, the gal made little flowers that way, then sewed them down with tiny yellow seed pearls in the centers. It looked fantastic.
