Welcome to Quilting Board. It appears that you have a machine similar to the ones seen at http://www.doubleveil.net/zssmp/expertbt.htm and there is a manual at the top of the page for those machines, which has oiling instructions. As for the bobbin winder tire, I'm thinking that it would take a #2460 as for some of the other National machines as seen on http://www.doubleveil.net/zssmp/reversew.htm

The Eldredge E uses 20x1 needles which are longer than the 15x1 needles that are currently available. Sometimes you can find 20x1 needles on eBay. Many have used the modern needles on machines like this by dropping the needle a bit from the stop. Someone, on another forum (titled "15x1 rather than 20x1 needles"), used a sheet magnet cut to fit inside the needle bar in order to have the 15x1 needle stop at the proper position.
