The silicone mats they sell for kitchen counters and islands come in all sizes. I have 2 different ones, and they absolutely refuse to slide, even if you want them to. Not even on a slippery metal table. Would your pedal slide on the top? Not sure, but keeping the mat firmly on the floor should be half the battle.
Just be sure you buy one that is shipped in a tube and not folded.
