    Neither, my bathroom is poorly planed and the holder is up under your armpit. We just leave it on the counter. Main bath has it 'over' because my DD puts it that way when she is here. (We never use it.)

    Me too, under unless its a designed roll and the only way you can see the design is over, then I break down and do it that way.
