My Mother had the same blocks but all were done. My sister in law put on a sashing and finished it. It was beautiful. She put it on her bed.

I agree; make up a quilt for her using the blocks and perhaps solid or an hourglass patch in between her birds. allow her to enjoy them . She put in a lot of hours doing them.

There's nothing wrong with finishing it with the birds that are done ... and leaving out the other 20.
Let her enjoy it once completed ... and then keep it for yourself, as a happy memory and link to her after she is gone.
