    to tell you the truth I don't remember how I cut it. It never occurred to me to cut on the bias for the overall circle. thanks.

    Sometimes I make tiny 'pleats' before binding if I have excess. This could work on a tree skirt if it will have packages under it.

    Can you put tiny darts in the excess material around the circle??

    Taking a gathering stitch around the circle, then slowly gathering the circle until it lies flat, as others have mentioned should help. If the tree skirt is cut into wedges, then you can possibly take in some of the seams so that the circle lies flat. Hope this helps, but unless it is really wonky, I would just gather and stitch down.

    I did lay it flat and I saturated it with water and starch and then let it dry. I then stay stitched it again using a running stitch and then eased it around the circle. I pressed and pressed. Today with all of the help and encouragement from all you lovely ladies I took a deep breath and sewed the binding on and it seems to have worked. I may have to rewet it and let it dry again since I think there might have been a little stretching again. I have decided it must be the fabric that stretches when you look at it.
