That sounds like a bias tape maker and comes in various sizes but it is used for bindings around necklines, pot holders, bibs, etc and not for binding quilts.
A few days ago I was surfing the net and found a video about a nifty little tool. The tool looks like a bit like a flat buckle. You start by folding the first two inches or so of the strip as you would when creating binding. You press the leader and then thread it into the tool. As you pull the 2.5 inch strip through the tool, it folds into binding for you. You press the binding in place as you pull it out of the tool.
