I saw it at a vendor's booth at the Three Rivers (Pittsburgh, PA) quilt show this past April. The vendor did free demonstrations at the show (apart from at her booth) using various specialty rulers and their patterns. It should be easy to find if you want to buy it.

I attended a Creative Grids class on Wednesday and Penny (the instructor and tester of all rulers trying to make the mark to be made) had that table runner. I ended up buying several rulers but not that one. It is very cute.
