It's very pretty but I think a border would look great on it.

I would add a brown border, bring out the eagle.

lay a piece of the fabric you would use for border dowm beside the top, the width you would like to use. Stand back take a picture , look at it and see how you feel.also make the picture black and white then look at it. Does it flow smoothly or does it look like you wanted to make the quilt bigger?I have tried this many times and it really helps.I also do this when I pick fabric for a quilt top.Beleive me a fabric that doesn't belong will let you know, or a quilt that doesn't need a border will say so.

Border - Narrow red, wider white and bind in the blue.

That is a beautiful quilt. Looking at your quilt with the eagle picture in the middle, I would put a narrow binding, not a border, of brown to enhance the brown in the eagle. It could also be a darker blue.
I think a red border would compete with the red blocks and your eyes would go to the red blocks with the red border. As use-to-be painter, sometimes quilts are like pictures to me and need a "picture frame" to finish them (not compete with blocks in the over all quilt). The darker frame would make the picture stand out, especially since yours has a picture center. imho
