    He looks like a small hawk to me. Can't see his tail very well but if it has a striped appearance and about 11 inches it might be a sharp shinned. About 16 inches, maybe a Coopers. Both are year round in Ohio

    It is definitely an owl. It may be a barn owl. They are smaller than the regular whoot owls.
