I look online at sites like Connecting Threads and Thousands Of Bolts and buy things I like but ONLY if they are on sale. Right now, "bolts" has a great sale with about 1200 fabrics on sale. I get some fabric at Walmart even tho I now have to drive farther since mine closed their fabric dept. I have a price that I won't go over per yard no matter how much I like the print. This is my hobby so I try to keep it in line. I keep all scraps. I've used the "good" parts of blouses if thick enough fabric & the front or backs of cotton slacks. I usually buy a little more than I need & this way it builds up over time.

I hit the 50% or greater sales and buy stuff I know I am lacking or low on such as blenders, tone on tone, teeny tiny prints etc....

I buy fabric because I like the color or the pattern. I buy from quilt shops and quilt shows. I have not purchased online. I've visited many of the shops in NJ and stop at quilt shops whenever I am travelling...which is a lot. I look for quilt/fabric stores wherever I go.

I love fabric,I make 16th centry and native american clothes for years and have a room full of fabric.I even kept all the left over pieces and parts after cutting out patterns to so I have a good start on making a quilt.
