Looks almost like an original hemostat, but also a needle-nosed pliers or tweezers -- see the spring thing within the handle on the right side?

I think it is a glove stretcher - used in Victorian times

This is my idea, a very old hemostat, must be an antique. Where did it come from? If it was with other strange objects, they might give you a clue. And us, it is interesting.

Hmmm, i was thinking of it being used to hold curls in one's hair long ago. otherwise, i don't know.

with all the ideas that have been sent, google antique - whatever (curler, hemostat, etc) and see if one comes up
