Default Heavy Brass Pot

Does anyone know what this brass receptacle is called and what it is used for? It was sitting on a fireplace hearth. It's too small to be an ash bucket.

I could see the little pot to be used to carry wood ash out but I don’t know what the instrument is for.

It's a smudge pot with a wand. You fill the pot with kerosene, and the pumice stone at the end of the wand soaks up the kerosene. You then use that to start the fire.
