On Quilter's Cache, when they offer a 10" block, is that the finished size? Or is that the unfinished size?

I need a cool, relatively quick star in a 10 1/2" unfinished block and I need it yesterday! If anyone has ideas or can link me to Youtubes, I'd appreciate it.

The 10” is finished size, so you should be good to go. I do find I need to use a scant 1/4” on many of her patterns, but that might just be me.
